Abstract	:	In this thesis, I study the U.S. SO2 allowance market. T h e first chapter conductsa n empirical study of electric utility behavior under the SO2 allowance market. The probitmodels find t h a t the uncertainty of PUC regulations may have caused them t o shun the SO2allowance market in favor of a strategy of fuel blending/switching while utilities respondedt o the allowance market efficiently. This impties t h a t the allowance price would have beenhigher without PUC regulations. Local environmental regulations are also found t o beresponsible for the unexpectedly low allowance price.
