Abstract	:	To date the public sector role in faci1itztk.g the transition to a sustainableenergy f'uture h ~ s been envisaged mainly from a regulatory perspective. In such a role,the public sector provides the push factors - enforcing regulations and providingincentives - to correct market imperfections that impede energy transitions. Analternative and complementary role of the public sector that is now gaining increasingattention is that of catalyzing energy transitions through public sector energymanagement initiatives. This dissertation offers a conceptual hmework to rationalizesuch a role for the public sector by combining recent t!kxries of sustainable energytransition and public management.
