Abstract	:	This study develops a method to measure horizontal market power in electricitygeneration by using an electricity market simulation model, PROSYM, that fillyrepresents the characteristics of electricity cost and production. The major contribution ofthis method is that it accounts for the effects of potentiaI entry on the ability of fixms toexercise market power.Federal Energy Regulatory Commission and Public Utility Comissions have usedmarket share and concentration measures to analyze horizontal market power inelectricity markets.
