Abstract : The Ionosplieric Observation Nanosatellite-Format ion is a joint venture by three mi-versities. namely. Utah State University. University of Washington. and Virginia Poly-technic Institute. IOX-F is sponsored by the AFSOR/DARPA University SanosatelliteProgram. the United States Air Force Space Test Program, the Sational Aeronautics andSpace Administrat ion (NASA). and industry.Any satellite communication system will consist of two major parts-t he spacecraftcommunication system and the ground communication system. The main objective of thispaper is to describe the requirements, design approach and implementation of a cornmuni-cation subsystem for the IOX-F constellatiou. In addition to this. it also presents variousareas for future work and improvement.The system-level requirements have been identified and comrnunicat ion links havebeen simulated using Satellite Tool Kit (STK)(R). Link Budgets have been theoreticallycalculated as well as obtained using the STK(R) cotnmunication module. Thc results thusobtained validate the system design.The ION-F communication system has been divided into four main categories forease of understanding.
