Abstract : The Solar Access Guidelines were developed to help reduce energy use of SanJose's residents. The objective of this study was to evaluate the implementation of SolarAccess Guidelines. A secondary objective was to determine if the guidelines areconsistent with best solar design practices for residential development.This study found that Solar Access Guidelines have not been implementedeffectively, and therefore have not encouraged the use of passive solar design to helpreduce energy use in San Jose. A major barrier to implementation is the voluntary natureof compliance. Also, lapses were found in the guidelines, particularly, the focus on lowdensity housing, and omission of several solar design features. This study recommendsupdating the guidelines to include important solar design features like providing thermalmass, and also recommends addressing high-density residential housing.
