Abstract : Corporations collectively commit over 300 billion dollars annually towards new softwareproject initiatives, averaging over 1.2 million dollars per project [57]. Project managersface tremendous pressure in providing early life cycle effort estimates. Furthermore,these managers must contend with Boehm's findings of early life cycle estimationvariance rates of 4X [ 9 ] . Of all forms of estimation (human-based, algorithmic, andmachine learners), human-based remains the predominant methodology of choice [32].Every human estimator relies upon his or her background of domain knowledge,technical knowledge, experience, and education in formulating an estimate.Understanding the role of these demographics is vital in predicting an assessor's ability toestimate.
