Abstract	:	Deregulation in electricity and natural gas market in an attempt to alleviate marketpower of privately owned utilities is widespread throughout the United States. Beginningwith Gollop and Roberts (1979), a number of empirical studies have allowed the data toidentify industry competition and marginal cost levels by estimating the firms' first ordercondition within a conjectural variations framework.The first chapter of my dissertation uses direct measures of marginal cost for theCallifornia electricity market to measure the extent to which estimated mark-ups andmarginal costs are biased. My results suggest that the New Empirical IndustrialOrganization technique poorly estimates the level of mark-ups and the sensitivity ofmarginal cost to cost shifters....,..tested for theQ1 PC1 bus cardBoth these projects mere sofixare des elopment efforts tonards contributing to dlfferentaspects of Roboucs and lZ1echatronics projects m the Controls and Roboucs Group..
