Abstract	:	This dissertation looks at Congressional Roll Call Voting concerning the U.S. Department of Energy (DOE) Civilian Research and Development (R&D).A binary choice model is developed using data for the individual Senators.Performance Evaluations from Project Vote Smart of eleven differentorganizations are used to describe ideological alignment of the Congressionalmembers. The descriptive power of the model results from this independentlyscaled categorization of Congressional members.
