Abstract	:	Unbundling and privatization have become key elements of restructuring in theElectric Power Industry of Emerging Economies. These processes have concentrated onthe Generation and Transmission areas. leaving Distribution as lower priority. Based on acomparison between the old role of Distribution Companies (DISCOS) and its newpotential roie this study identifies the main issues and challenges that DISCOS will facein the new environment once structural and ownership changes are completed.For the specific case of DISCOS in Emerging Economies, regulatory policies arereviewed and strategies identified in order to facilitate the transition and to assist in theintegration of DISCOS with other agents in the evolving electric power market.Of particular importance in this research is the analysis of the role of EnergyEfficiency (EE) in the new structural and governance environment.
