Abstract	:	Incentive regulation has increasingly replaced rate of return regulation in the U.S.electricity industry. By weakening the link between the utility's rates and its unit cost ofservice, the shift to incentive regulation encourages the regulated utility to reduce its costs,which might result in quality cuts.
