Abstract	:	In many of the world's large cities, exposure to air pollution is one of the mainenvironmental threats to human health (World Bank 2000; World Resources Institute et al.1998).' While industrialized countries have, in general, been able to achieve substantialimprovements in urban air quality, ofien with increasingly complex systems of pollutionabatement measures (see for example Krupnick and Portney 91), air quality in many largecities in the developing world is still deteriorating, due to the continuing trends of rapidurbanization and economic and population growth, and their corollaries, such as increasingfossil fbel-based energy consumption, increasing traffic congestion, and expanding industrial.
