Abstract : This dissertation is devoted to the research of oil auctions in Russia. During the1990s, a unique system of resource leasing was developed in Russia that combined boththe concession and production-sharing models of resource allocation. The mechanism ofallocating exploration and development licenses in this system varies in wildcat anddrainage sales. The Russian version of the discretionary model of resource allocationcombines the elements of both the auction and discretionary schemes.It is the intent of this dissertation to describe the origin and development of thetwo-stage auction-discretionary system of resource allocation that is currently being usedby the Russian government. This investigation is an expansion of the research on theBritish discretionary model of resource allocation that was conducted by Dr. UrsuIaKretzer at Oxford University..
